Civils Project Manager – Roscommon Town Public Realm Project

About the Project

This role will lead delivery of a flagship public realm enhancement project in Roscommon Town, involving:

  • Major streetscape upgrades
  • New civic and public realm spaces
  • Pedestrian, cycle, and accessibility improvements
  • Hard and soft landscaping
  • Drainage upgrades and utility diversions
  • Traffic management and staged urban works
  • Regeneration of key routes reconnecting the town’s historic core

The project aims to create a more connected, walkable, sustainable urban environment. It requires a PM who excels in complex stakeholder management and delivering high‑quality works in a live town‑centre setting.

Role Overview

We are seeking an experienced Civils Project Manager to lead the end‑to‑end delivery of the public realm project.
You will manage site teams, contractors, programme, budget, quality, safety, and stakeholder engagement — ensuring seamless execution in a busy, public‑facing environment.

Key Responsibilities

Project Leadership

  • Lead the overall delivery of the public realm project from mobilisation to handover.
  • Manage a multidisciplinary team: site management, engineers, QS, HSEQ, planners, and subcontractors.
  • Ensure all project milestones, phasing strategies, and programme objectives are achieved.

Planning & Programme Management

  • Prepare, manage, and monitor construction programmes, look‑ahead planning, and sequencing.
  • Coordinate staged works to minimise impact on businesses, traffic flow, and pedestrians.
  • Oversee procurement schedules, long‑lead items, and supply chain performance.

Technical & Quality Oversight

  • Review drawings, specifications, and design updates for all public realm, civils, utilities, and landscaping elements.
  • Ensure full compliance with Irish construction standards, local authority requirements, and quality benchmarks.
  • Lead inspections, testing regimes, and QA/QC documentation.

Health, Safety & Environmental

  • Champion site safety and ensure legislative compliance.
  • Implement traffic management and environmental controls tailored to a live urban environment.
  • Oversee RAMS, audits, and continuous improvement practices.

Stakeholder & Community Engagement

  • Act as the primary point of contact for the client, local authority, designers, utilities providers, residents, and businesses.
  • Maintain strong communication and manage expectations throughout project delivery.
  • Address risks, access issues, public interface concerns, and phasing impacts.

Financial Control & Reporting

  • Monitor project costs, budgets, forecasts, and variations.
  • Work closely with the QS to manage commercial performance and contract obligations.
  • Prepare weekly and monthly reports for the client and senior management.

Qualifications & Experience

  • Degree in Civil Engineering, Construction Management, or equivalent industry experience.
  • 7+ years’ experience delivering civils / roads / public realm / urban regeneration projects.
  • Strong track record managing town‑centre or public‑facing projects.
  • Proven ability to lead large teams and manage multiple subcontract packages.
  • Excellent understanding of utilities coordination, drainage, structural elements, paving, and landscaping works.
  • Strong commercial awareness with experience managing budgets and cost control.
  • Excellent communication, stakeholder management, and problem‑solving abilities.
  • Proficiency in MS Project, Aconex, or similar project management tools.
  • Full clean driving licence.
